Free is going to be pretty tough, since stores can make money from recycling those cardboard boxes.
If you're shipping soft goods, you might also think about those plastic-y bags (red, white, blue stripes) which are cheap and can take international shipping.
I've used the IKEA cardboard boxes - they're great for moving around town, but they have hand holes - so not sure if using them for mailing is advisable.

You can get very sturdy turquise-colored plastic-cardboard boxes at China Post offices, but I'm not sure what the maximum sizes are. I have shipped plenty of packages in them and they held up pretty well.
You can also get a variety of boxes at IKEA - not the cheapest, but it's an option. And if you want to go super-sturdy, it might be worthwhile going for the plastic boxes they sell.
