You can test another vpn service provider. The speed under the vpn depends on your vpn server location and of course, vpn channel. You can try VPN account service. It works perfect for China.

My VPN normally doesn't slow my internet connection down too much, thank god. Every so often it is at snails pace, but most of the time is dependable (astrill is what I use)

Unfortunately, since most people are using a VPN that connects to a foreign server, you are also limited by the speed with which you can connect to the outside china world.  The chinese internet system doesn't have robust pipes for international use and sometimes 'things' occur to slow them down even further.  

That said, you can get a good idea about how much your VPN is slowing things down by the following method.1) Connect directly without a VPN.2) Go to a US or other foreign site.3) Surf around for a few minutes (many servers give priority for a few seconds or more to a new connection, so it can appear amazingly fast for a little while).4) Start timing the response.

5) Connect to the VPN6) Repeat steps 2-47) Compare the two times

You can always try changing which server you are connecting to if your VPN provider allows you to connect to servers in a different geographic location.

That being said, VPN will be slower. You are encrypting your traffic which is then "scaling" the wall and being routed through another server in another country. My point is, it's almost always going to be slower than not using a VPN because you have different levels of indirection and you are limited by the bandwidth your VPN server provides as well as the bandwidth you can get going out of China.
